Mexico is completely available. That way, you don’t even have to break away to form a new country, just use that one. And, the benefit of Mexico is, it already has a long history of corruption, just like countries in Africa, so everyone who lives there is already accustomed to corruption and poverty!
One cannot migrate to Mexico, it is a long and arduous process and requires lots of money.
