No it isn't. Their claim of being robbed by someone that looked like a Brazilian police officer is a reasonable enough description of what happened.
They had a gun pointed at them by someone whom they thought was pretending to be a police officer, and they had money taken from them at gunpoint.
What the Brazilian police are doing is quibbling over the meaning of the words those athletes used, and trying to build a trumped up case over it.

You could just come out and say you think i'm a racist. I don't even give a sh*t if that's what you want to think. Obviously you've got some sort of chip on your shoulder that makes you think you need to lead with accusations of racism.
If a bunch of black sprinters told me they were robbed by Brazilian locals, I would believe them. My perception of Brazil is that it is a third world socialist hell hole attempting to pretend it isn't as bad as it really is.
Why would anyone make up such a story? What is in it for them to make up such a story? Do you think they did it because they wanted some sort of attention?
How is claiming you were robbed (if you were not) a desirable thing to do? Couldn't they have just said nothing?
There is no motivation of which I can comprehend for making up such a story, they simply and foolishly thought that reporting a robbery was a normal and proper thing to do.

That they are self entitled punks might be true, but that does not establish a motive to make up such a story when there is no obvious benefit to them from doing so.
Plus the evidence indicates that they were in fact robbed at gunpoint by someone whom they thought was pretending to be Brazilian police.
In the USA, you don't point a gun at someone and demand money. If it is a legal issue, such as "vandalism" you call the police and have the police make a report.
Pointing a gun at someone and demanding money is "robbery" in this country. If it is not in Brazil, than that's just more evidence of Brazil being a third world hell hole.
