Improperly labeled?
You mean, they are supposed to identify each paragraph alphabetically (A, B, C, D ...)
And some numbnuts at the State Dept kept sending sensitive material to Hillary with the exact same (C) in front of each sensitive paragraph! It was just confusing! How was she supposed to know which stuff was (C)lassified?????
I hate to have to keep explaining (C) but ...
(C) is the paragraph marking for CONFIDENTIAL. There is no such classification as CLASSIFIED. That is a general term that applies to many levels of classified information.
