What’s with that last sentence?

I didn't realize that Manitobans were allowed to vote in US elections. Maybe Obama issued an executive order and we didn't hear about it.

The population of Manitoba is about 1,265,000. If they voted roughly in the same proportion as Americans and 28% voted for Hillary, that accounts for 140,000 votes. But I don't know to which state or states the votes were assigned.
