This is so screwed up. The author is apparently referring to the US Public Health Service Commissioned Corps. It is one of the seven uniformed services of the United States and is one of two services that consist only of officers. It has nothing to do with Obamacare or secret security forces.

The Ready Reserve is analogous to the Ready Reserve of the Armed Forces in that members can be called into service during a public health emergency.

We do not need and would not want to disband the Public Health Service in repealing Obamacare.
