A: “To decimate the population of Houston.”

Yeah, ‘they’ created a hurricane so powerful just to reduce the population of a major city by 10%. Deliberately. Not like there haven’t been other large hurricanes that, you know, occurred naturally and also wreaked major havoc on other costal cities in areas prone to, you know, large hurricanes ... like, you know, Katrina and a host of others in recorded history.

See, this completely lacks the imagination of a genuinely good conspiracy theory. For a really good conspiracy theory, you need to match the level of implausibility with an equally or more outlandish reason for it.

So, while manipulating something in nature that easily has in itself more total energy than all produced by man in the world in one day is extremely implausible, you need something much more exotic as a motive to pull it off than to kill some people. There are much much more efficient ways to reach that end. They are done every day.
