I agree China should be included in this axis; China has, and will always be, the man behind the curtain when it comes to NORK.
It seems aggressor nations like China or Iran operate thru proxies these days.
The proxies can be anything - a terrorist group du jour, a political entity like a hezbollah, or a more minor nation-state like N Korea, achieving their ends while minimizing their fingerprints.
