Right you are. The Senate was meant to temper the passions of the House of Representatives. Just like the British House of Lords was meant to temper the passions of the of the House of Commons.
But times have changed. The US Senate is now just another version of the US House of Representatives. And the British House of Lords is now just a toothless debating society.
Neither system is gonna change without a revolution.

With six-year terms, the senate is far worse than the house. The only reason congressmen don’t stand for election every year was the difficulty of 18th Century travel.
