Leftist States, led by Kalifornia, have determined they do not have to follow Federal Law and/or the Constitution.
Unless and until some State politicians and bureaucrats are arrested, prosecuted, and jailed this behavior will continue.
Not only for 2A violations, but for "sanctuary state" policies.
