Technically as an officer he doesn’t need to reenlist. To leave he has to submit a resignation request. Officer’s have a base commitment, but do not re-up like the enlisted folks.

Depending on if a state of emergency is currently in effect and what his specialty is he may find it difficult to get it accepted.

I’m a civilian so I don’t know military terminology. Whatever info he has to submit, the army is “slow walking” the paperwork. I guess they think he will change his mind(They will be disappointed) He’s been thinking about this for years but he’s finally had enough.
