Uh, the purpose of our new government is set forth in the Preamble to the Constitution. In the rest of the document are the means to achieve the ends.

A Primer to the Preamble of Our Constitution.

What is the Proper Role of Federal Government?

The proper role of the Federal Government is to protect the people's rights, not grant them, not regulate them, but rather to protect inherent rights and protect from fraud.

There is no other proper role for the Federal Government. The Constitution does not empower the Federal Government to legislate feeding you, clothing you, sheltering you, or educating you.
