There is no disputing that God has power over Satan or authority, but it seems, as I look around, that Satan is able to exercise his desires (has some authority) on the earth. We are able to choose to follow Satan, as God gave us free will, so do you suppose that Satan is unable to lead?

This is not about authority it is about dominion. Adam was given dominion over the earth and its creatures, and with sin that dominion was given unto lucipher whom certainly had the power to grant those kingdoms. Ultimately the lake of fire awaits lucipher and his minions both human and demonic, and it will be by the Word of GOD, as in not even a struggle when Jesus walks out to win the battle.
