Government cannot redistribute that which it has not stolen, just as Satan cannot redistribute that which he has not been allowed to steal. In both cases, of course, the power exercised is met with the resistance of some people and the acquiescence (or enthusiastic participation) of some people.
But the point being, as I remember, is in Job we are told that satan has been given rule over the earth.
