Secularists/Atheists always replicate religion in some way, often creating their own. Scientists say religious belief is hard-wired into our DNA, there is no choice.
These people are replicating the relics of saints with relics of their relatives.

it was common back then. that one pic they painted the eyes on.
I have family pics of dead people in their coffin that were done by a professional. Not that long ago..maybe in the 60s
