This has nothing to do with the impeachment trial in the senate. Graham is going to start a separate investigation into the FISA abuses. (because his fingerprints are not on the FISA abuse, just the Ukraine corruption)

FISA renewal is coming up. The Deep State knows they will have to do a CYA dog and pony beltway show to get reapproved. So Graham talks tough, the chief judge resigns, etc. None of this is an accident. They are spending all their time on this CYA stuff instead of supporting POTUS and his agenda.
