Severe acute respiratory syndrome (SARS) is a viral respiratory disease of zoonotic origin that surfaced in the early 2000s caused by severe acute respiratory syndrome coronavirus (SARS-CoV or SARS-CoV-1), the first-identified strain of the SARS coronavirus species severe acute respiratory syndrome-related coronavirus (SARSr-CoV). The syndrome caused the 2002–2004 SARS outbreak.

And hydroxychloroquine was investigated as a treatment for SARS-CoV-1.

I don't know the exact timing of everything, but it looks like this was an extrapolation of the then current SARS outbreak rather than a masterful prediction.

I believe hydroxychloroquine or something very close to it was taken by people in the 1920’s and 1930’s for flu. I don’t remember where I read that.
