It’s because they think that *their* sort of Jews are immune. It’s only those that they regard as backward traditionalists that are targeted. I imagine that was the thinking back in Berlin in the 20s and 30s as well.
It was, and plenty of Jews tried to argue that since they had nothing to do with the active practice of the Jewish religion that they could dodge persecution, until the nazis made it clear that they were going to be extra certain to annihilate Judaism by making sure that people with Jewish parents got taken care of too. The big thing with the Nazi antisemitism was making sure that the Jews could never come back after persecution, and this meant going so far as to go by bloodlines, not by just the practice of religion. Which makes a lot of sense considering that in spite of my father going atheist, I, his son decided to be Christian anyways.
Less-than-religious Jews have a fatal gene that causes them to try to prove to whatever tyranny is rising that Jews are non threatening and on the side of the rising power. Such Jews will turn on Orthodox and conservative Jews to help shovel them into the ovens on the theory that the Power will approve of them or at least will kill them last.
