I want to know what happens to all the votes that have been cast for “Joe Biden”. The next guy cannot just “inherit” all of the votes that went to some other Democrat (Joe). We do not gather all the write-in votes — for Buttigieg, Bernie, Tulsi, etc and just say “they're all Democrats and we'll just tally them up as votes for Joe.” That's not really how this stuff works. The electoral college is a special case, but before that we need to get through the general election, and voters vote for the Man and not really for the party.

The vote for the candidate goes to their electors, who will actually vote for President in December. If they replace Biden before they vote, they will vote for the replacement. The Biden dies or withdraws after the electors vote, then Harris automatically takes his place per 20th Amendment.

We have had a lengthy discussion of this topic here in many posts.
The bottom line--each state has its own rules for how electors are chosen.
Some states would not count Biden votes for the new Democratic candidate, other states would count them. Some states have unclear rules that would have to be decided in their state courts.
