And if the governor had to convene the legislature and he refused to, that is state law isn’t it?The state legislatures don't need their governor to do their constitutional duty to pick electors.

This is where we'll see where the Vice President's loyalty resides. We'll see if he's hungry for a second term just as much as President Trump is.If the Vice President stands with honor in this, he would be a shoe-in for President in 2024.

How were they prohibited? For example, the Pennsylvania legislature is not now in session, but it was in session through November 30. They were urged to appoint electors. They chose not to do so.
People argue that the Republican-controlled legislatures in Wisconsin, Michigan, and Pennsylvania could appoint electors even over the Dem governor’s opposition. So what if they could? They haven’t. Apparently they won’t.
And in Arizona and Georgia, Republicans control the legislature AND the governor is a Republican. They haven’t acted, either.
In sum, as Williams said, no state has submitted alternate electors.
Some people who wanted to be electors, but who were not certified by their state governments, have gotten together to cast their votes and send them in. That doesn’t mean that any STATES have submitted alternate electors, though. Those people were just private citizens with no authority.
It’s time we acknowledge the root of the problem: the failure of a whole bunch of GOP politicians.

How can the state legislators do anything if they are not allowed to meet or to speak together about the election?
You can pretend to uphold one part of the Constitution while suppressing another part of it, but won’t stand to public scrutiny and it won’t be upheld in a competent court.

As I mentioned, Pennsylvania was in regular session until Nov. 30. Those Republicans can't blame their inaction on the Governor.
I don't happen to know the schedules in other states. Didn't a Michigan committee hold a hearing? That suggests that the legislature is in session. Even where it's totally on the governors, my point about the fecklessness of GOP politicians stands as to Arizona and Georgia, with Republican legislatures and Republican governors.

So in Michigan, committees held hearings. There is no indication that the legislature is not in session. The problem is seen instead in the article title: "Trump campaign asks Michigan lawmakers to steal electors from Biden; GOP leaders say it won’t happen" (emphasis added).
Another article about Michigan --https://www.forbes.com/sites/joewalsh/2020/12/14/michigan-state-rep-sanctioned-after-promising-hail-mary-to-stop-biden-electors/?sh=1c11e7b5507e -- shows GOP leaders actively retaliating against one member who tried to help President Trump: "Within hours of the interview, Michigan Speaker of the House Lee Chatfield — a Republican — criticized Eisen’s implicit threat of violence and said he will lose his committee assignments for the rest of the legislative term, which ends this month." There was no threat of violence, but notice that this Dec. 14 article says the regular legislative session hasn't ended yet.
Yes, the Governor is a Democrat, but they can’t blame this on her.

AFAIK there is no such rule. It would certainly be convenient for the GOP politicians to hide their laziness/cowardice/bribery by claiming inability to act, but I have not seen any of them invoke such an alleged restriction.
