Bandanas are seen as gang symbols, and can be restricted. Convicts use them to signal each other.
Don’t know what the set-up is there. Perhaps he’s in a facility that has the rec cages attached to each cell so he doesn’t have to be removed from his cell to go to another area. He has to be given an hour rec each day. I don’t know if Federal prisons use convicts as porters on the units. Somebody’s got to sweep and mop the place. Staff doesn’t do that stuff. It looks like there’s a bunch of other muzzies
there as well.
