I don’t think you can isolate the wearing of a backpack from what she was doing while wearing the backpack. Walking down the street peaceably wearing a backpack is one thing. Attempting to breach a barricade and reach the House chamber as part of a riot while wearing a backpack is quite another.
To anyone who thinks this shooting was justified, you only need to examine the footage and stills of the incident and take note of the two or three (or more) officers in full tactical gear that are crouching immediately behind Babbitt. No one other than Babbitt was more surprised that those cops were when she was shot. Any of them could have easily pulled her down before that moron unleashed a flurry of shots, but didn’t. Why? Because she wasn’t threatening anyone.
The most charitable thing you can say about that shooting is the shooter panicked, perhaps making it negligent homicide. The worst thing you can say is she was murdered, intentionally. There is far more evidence that this was a crime than what happened to George Floyd.
If they’re going to start shooting protestors in public building spaces, then why wasn’t anyone shot as protestors invaded the halls of Congress and the Rayburn building during the Kavanaugh hearings? Oh yeah, some in-building invasions are better than others, I guess.

I figure she was hit in the neck because the shooter had her head in gis sights and she was so close the bore axis and sights did not match. The shooter wanted to blow her brains out.
