Its called Prosecutorial Discretion, should be taken off the books. For example, there could be a tape recording of an individual attacking and harassing another person. However, the Prosecutor could chose to ignore that fact, probably because its a relative of someone who works for the system. But then, they will go full force after the person who was attack. You would think this is fiction, but its far from it.
