That is the inevitable result of all this - increased segregation (far beyond the de facto segregation we already have). Nobody wants to live or work near, or have their loved ones exposed to, our “Afro-dalit” caste - so they don’t just flee; they will ensure that these ferals can’t be dumped in their taxpayer neighborhoods by desperate bankrupt cities that can no longer provide any services for them.

If the cost is people stop buying homes due to the risk of such an event, then so be it; fits along the lines of “You’ll have nothing and be happy”. They will have their mobility, and that will keep them safe.
