That directive was obviously violated in the past few years when they built the Comprehensive National Cyber-security Initiative (CNCI) Data Center in Utah for - reportedly - $1.5 billion; designed to store data estimated to be on the order of exabytes or larger. Critics believe that data center has the capability to process "all forms of communication, including the complete contents of private emails, cell phone calls, and Internet searches, as well as all types of personal data trails—parking receipts, travel itineraries, bookstore purchases, and other digital 'pocket litter'."
