I don’t recall reading about the individual right to not inhale any air that may have been exhaled by another. People would have sued over the flu is this is the case. There is no such right as it is impossible to enforce.
That said, he just laid out the true intention - impose a collectivist ideology vs individual rights. The USA is the only country that still believes that the rights of the individual trump the desires of the collective, that individual rights ARE in the best interests of the collective. Everywhere else on earth has folded to the will of the collective outweighing the rights of the individual. It is what separates us from Canada, UK, Europe, and Australia - they all bow to the ‘best interests of the collective, decided by those in power’.
They can have that crap. It will not fly here.
