Already in Oregon and probably other “Blue” states too... collecting rainwater is verboten, punishable by large fines and even jail! Living “off grid” is also criminalized in many U.S. communities. Our feudal lord wannabe masters demand “no other gods before them!”
The 16th Amendment (income tax) has “progressed” to the point the government has first claim (withholding) to the fruits of your labor. Oregon is a big state, and most of the rain harvesters live in rural areas. Many sheriffs and county officials in rural counties will likely not enforce such rules.
Look at New York: when the governor brought back mask mandates, 30 county executives, mostly in the upstate area, said they would not enforce the governor’s decree.
