Because when you look at all the people involved; from Merkel and Macron, down to our own lovable Uncle Joe, it looks pretty bad. Not a one of them has the sense to get out of the rain.

I don’t know how much to credit to incompetence and how much to credit to malfeasance.
Good point. Hard to tell incompetence from malfeasance sometimes. Although I really do think Uncle Joe suffers from a surfeit of both.
Never attribute to incompetence that which is adequately explained by malevolence.
If it were incompetence, sometimes the mistakes would be in our favor.
