I mean, the USA has the entire Nevada Test Range plus a host of remote uninhabited Pacific islands available for this sort of thing, but no, let’s put it right under Putin’s nose. He knew this because he one of the people who ran the program.

Novel and more sensitive devices to detect the deployment of biological agents such as toxins, bacteria such as anthrax, and viral agents can and are developed without the “creation” of these agents. Spectrometers and other devices can be used to detect sudden plumes of biological agents released into the air that distinguish between things like pollen/dust and bacteria or viruses.
This above statement is irrational.
Bio-weapons needed to kill everyone on the planet could be stored in a paint bucket. No one needs labs 'surrounding Russia' - labs are for developing new weapons - not 'releasing' old one. This makes the whole premise suspect.
