It could have been Tartar terrorists. They feel rather partial to that peninsula, and perhaps somewhat hostile to the Russians dominating there, since Stalin forcibly removed them and started colonizing it with Russians.
When the Ukrainians last successfully rebelled in 1648-9, against the Polish-Lithuanian empire, the Tartars allied with them. Result: Death of the Polish-Lithuanian empire.
Last time they also decimated the Jewish communities. This time, they have a Jew instead of a Cossack at their head.
