The way I read it, a fuel truck exploded and it affected a train. Sounds like an “Accident” and not sabotage.

Several rail tank cars DID EXPLODE but those explosions were SECONDARY to the INITIATING BLAST which appeared to be from the contents of a box truck on a span BELOW the rail line.
