Officer Jason Rivera who was gunned down responding to a domestic disturbance call in the line of duty was posthumously promoted. I don’t have an issue with that.

Posthumously? i agree.
But don’t think for a second there weren’t plenty of good cops who got screwed out of promotion in the NYPD via quota hiring.
