I only remember one man who tried something along these lines (not counting various historical false flags). Saddan Hussein turned on the oil pipes into the water, which hurt him more than anyone else. It was a gambit to get the enviroweenies on his side. It didn't work. I don't see anyone trying that again any time soon.
