How do you square ‘free will’ with the claim that everything happens according to God’s plan, and God is all powerful?

Imagine how terrible you’d have to be in order to be all powerful and all knowing, and do nothing about child rape except watch it, over and over and over again, doing nothing. Except watching.

This may be the best explanation, but I will explain a few things first.

First, there is God’s antecedent, or original plan, and then there is what God permits. He permits us to do evil in part to maintain our free will.

Second, at the end the author mentions what seems to be God’s willing evil, for example, when the Bible says God hardened Pharoah’s heart. Supplementary to their explanation is the fact that we often say, she made me so angry, when in fact, we allow ourselves to become angry. What she did was the sort of thing that makes me feel angry, not that she necessarily did something bad, as when she tells me that I really shouldn’t be committing adultery.
