The dispatcher couldn't detect it was an emergency and send somebody ASAP? Dispatchers usually are given a check list to go through and if they deviate it can cost them their job.

What does the checklist say about an emergency call from a hysterical person speaking in a foreign language? Just ignore it and take the next caller who can speak English?
