He apparently was bullied since elementary school.
Public schools continue to allow bullying. Why?

Parents think their badly socialized little brat is being "bullied" when the other kids do not want to play with them.
What the parents do not want to admit is their child IS the bully but lacks enough social skills to form a gang.
The other kids react in the only way they know how which is to avoid them.
