GW Bush’s big mistake was that he left in place too many from Clinton’s intelligence team, when he should have thrown them all out immediately, and immediately questioned all their operations and all their assumptions. You're embarrassing yourself. Near polar orbits are easily achieved from both Canaveral and Vandenberg. For you to not know that, and yet keep opining on spaceflight related topics, is risible.
