That's the vibe I got from the article, too: no details, no analysis, just an overall "are we oblivious to this threat?" feel... which is probably the level of depth that a pharmacist would be writing about.

All that said: this is an emerging technology area and of all countries, I'd definitely watch China and Russia on their efforts in this direction. Among other reasons, they are probably the most likely to actually test their ideas on live targets. The author is right that these things should not be ignored.

I’ll take a phaser rifle.

I've always wondered about the advantage to a phaser rifle. The only thing I can think of is a larger battery/power supply.
I can see no use for a longer "barrel" in a light energy weapon.
