ISIS was a bad mistake by the Saudi and Gulf States, and Turkey, as a counter to Iran in Iraq. They did the “enemy of my enemy” thing and got bit.
The first major outing of ISIS, as an discrete, independent entity, was the taking of Mosul in 2014. That gave it the PR and credibility to absorb Sunni rebel groups in Syria.
