I have examined region’s map, which predates any Ukraine relevance.
Specifically, a trip from Tajikistan to Moscow requires several border crossings and thus several visas. Particularly Kazakhstan, a rich country with oil and gas, whose border control people are no more bribery receptive than any other country’s.
There are too many border crossings and visas required for this scenario to work. Any of those border events could generate a vehicle search.
This event had to be orchestrated carefully, and likely way above Ukraine’s paygrade.
We will only know after Trump is elected and exposes it.

Weapons and equipment can be smuggled in and pre-positioned IN RUSSIA for handoff at an appropriate time. Ukraine has gotten needed ordnance into Russia before when it wanted. An example would be the truck bombing of the Kerch bridge.

The trigger men were foreign nationals with work visas, one of which was expired. They were already in Moscow.

If this were a Jihadist attack it would not be occurring during Ramadan. A Jihadist would not be targeting a concert of patriotic Russians there to hear someone who carries the same reputation as Kate Smith did during the 40s.
The U.S. has not floated the claim at all of warning the Russians during the time frame of the original planned attack.
