The funding should be 100% structured to putting the Ukraine military in posture to give them the maximum amount of leverage to negotiate an honorable and favorable cease fire and end to the conflict and supporting the country enough to prevent the near term collapse that it is currently heading for.
The Ukraine is currently facing a collapse of resistance and subsequently being over run by Russian forces in a total defeat.
This would be in no ones best interest, including Russia's. It would be horrible strategic disaster for the whole of Europe and major global destabilization event.

Unless there is a price to be paid for voting for this (with many of those voting for this losing their seats), there really isn't any hope of getting anything meaningful done through Congress.
At some point, the base must have some red lines that can't be crossed or we won't be living in anything resembling a representative republic.

The first step on the road to recovery is to realize and accept that you have a problem. The Republican party, all of the Republican party, is the problem. Until the GOP is destroyed, burned down to its foundation, and its land sowed with salt, no progress will be made. It cannot be reformed. It must be replaced with some new entity that has the interests of the American people, and only the American people, in view.
