I think it starts with the black family. Since the War on Poverty in 1967, black children raised in single-parent homes has risen from 25% to over 72%. The gov't pays more in transfer payments if the father is not present. Why not reverse this and cap it after two children? This would make mothers go after the fathers if for no other reason than getting more money. Black fathers might learn that it doesn't take any brains or effort to be a father, but being a parent does.
Only one problem. LBJ’s social engineering forced the destruction of the black family resulting in the majority of them being without trades or professions. Unless crime is a profession.
This will leave the Blackman at the bottom of the socio economic ladder forever.
