The left has been fostering a cult of victimhood for some time now; it's very useful in avoiding personal responsibility for one's poor decisions and circumstances.
Biden's repeated invocations of his son's name is an offshoot of this. It's simply a cheap political ploy which, when distilled to it's bare essence is supposed to register with people on a subconscious level, prompting them to think, "This poor man has been through enough already, I don't dare vote against him."
