Help with voter fraud in Wisconsin

I'm writing a Letter to the Editor (our local paper), and need some facts on voter fraud in Wisconsin for the election 2004. Thanks.

That's what I was thinking -- they don't need any help with voter fraud in Wisconsin; they've got plenty of it and have refined it to a fine art.

Feds to probe possible voter fraud

FBI to examine Milwaukee discrepancies from Nov. 2

MILWAUKEE — The FBI will join state and federal prosecutors and local police in investigating possible voter fraud in Milwaukee during the Nov. 2 election.

Mike Johnson, spokes-man for the Milwaukee FBI office, said Thursday the agencies would work to determine whether reports of fake names and addresses, double-voting and inaccurate voter registration lists were due to clerical errors or criminal activity.

“If it appears federal criminal violations may have occurred, we’ll open a criminal investigation,” Johnson said.


Milwaukee County Dist. Atty. E. Michael McCann also will participate, along with U.S. Atty. Steven Biskupic and Milwaukee police.

McCann said that having the four agencies work together will give them more resources and investigative powers. Also, “if there are violations, they would be both state and federal because it was a federal election,” he said Thursday.

The probe came after the Milwaukee Journal Sentinel reviewed the city’s voting records. The newspaper found more than 1,200 votes Nov. 2 came from invalid addresses, three-quarters of them from people who registered on Election Day. The newspaper said a sample of those showed about a fifth were due to data entry errors.

Also, local election officials said Thursday that 1,305 same-day voter registration cards could not be processed, including more than 500 listing no address and dozens with no name, the Journal Sentinel said in a report for today’s edition.

McCann said investigators likely will begin by comparing voter registration cards against the names and addresses in the city’s voter database to ensure there were no transposition errors.

That will be a daunting task, because “there are 78,000 cards of newly registered people and they are not yet alphabetized,” he said.

Milwaukee Mayor Tom Barrett said he welcomed the review.

“I remain optimistic they will find we ran a clean election in the city of Milwaukee,” he told the Journal Sentinel. “But if somebody broke the law, they should be prosecuted.”

There already were reports of problems at the polls, ranging from registration cards that were not processed in time, absentee ballots that weren’t counted until weeks after the election and sporadic accounts of false registration cards submitted by paid voter recruiters.

McCann said together, the problems show the city is grossly understaffed for elections, particularly a presidential race in which 73 percent of citizens voted.

“There were 20,000 registered voters (in Milwaukee) not on the rolls the day before the election,” he said. “It was evidence that you are absolutely, completely understaffed for a presidential election.”

He noted many poll workers are elderly, paid little for the job and sometimes work 13-hour shifts, increasing the likelihood of clerical errors.

The newspaper also reported:

n 186 of the votes from invalid addresses were among about 5,600 addresses the state Republican party challenged before the election as nonexistent.

n More than 300 people are listed as voting twice from the same address.

Lisa Artison, executive director of the city Election Commission, blamed a computer glitch for the double entries, which she said listed some already-registered voters twice. She told the Journal Sentinel each of them was given only one ballot.

The Republican Party of Wisconsin said the investigation shows it is time for Wisconsin to adopt election reforms, including requiring voters to show identification, which Democrats have opposed on grounds it would discourage some people from voting.

“We have been concerned for years about election fraud and abuse in Wisconsin. It is long past time for us to get to the bottom of Milwaukee’s messy election system and work to fix the problems,” state GOP chairman Rick Graber said in a news release.

State Sen. Joe Leieham, R-Sheboygan, and state Rep. Jeff Stone, R-Greendale, said Thursday they have requested a state audit of the voter address verification cards the city’s election commission received on Nov. 2. They said 84,000 same-day registrations were submitted, but more than 10,000 could not be confirmed by mail because of illegible or incomplete information.

State Auditor Janice Mueller said the Joint Legislative Audit Committee would have to forward a request before an audit could begin.
