The joke is at least 60 years old. It was used to make the case that city slickers are so dumb they can not tell a horse from a cow and a male from a female.
It was often said that city people were smart and country fold dumb. This country joke was used to show that city people were dumber than a 6 year old child. After all any six year old country kid could tell a horse from a cow and a male horse from a female horse.

Exactly. The joke goes back as long as there have been farms ... "He's dumb enough to milk a bull" or "he's dumb enough to milk a horse." Homosexuality ... LOL

I agree with your assessment.
This joke was turned into a ribald gutter joke by those who perceived the joke was about bestiality.
The way the joke was taken says more about the mentality of those who misunderstood it than it does about the person telling the joke.
