I was wondering if they could do something like that to fix it. The pad I had, the old one use to be bulky:), but it had packed down. Maybe that is why it worked better. It's hard to imaging it's to narrow for him. Belle and Rusty seem wider that he is.
The saddle shop I would go to is the one that built the saddle. They are very knowledgeable. That's where I bought the new pads, maybe if I need something different they'll exchange~crossing fingers~:)

It just depends on the reason it doesn't fit. They may take it back if the pad is the wrong one. The fact that you've used an underpad might have kept the new one clean enough. Glad you have a good shop to go to. It makes all the difference when you want custom fitting done.
It sounds like the tree is too narrow for him with the new thicker pad and underpad. It's kinda like having shoes that just fit, then adding a couple pairs of real thick socks. They don't pad anymore, they just make everything pinch. Hopefully the saddle people can get you straightened out without you having to buy a new saddle for him.
