From everything I've heard, the mannequin was at one time, a model citizen with a good head on her shoulders. Apparently, she lost face for some reason, and now plys her wares on the street.
I'm sure the cops cited her for violating some obscure statue, but maybe with some intensive mannequin rehab, she might get ahead.
