Open source has won another convert in the local government sector, with soft migrations to Linux imminent across Vienna's municipal authority
The Austrian capital city of Vienna's local government is due to start migrating its desktop PCs to open source software in the second quarter of this year.
Erwin Gillich, the head of IT at Vienna's municipal authority, said this will be a 'soft migration' where users have the option of switching from Microsoft Office 2000 to the open source productivity application OpenOffice.org, and from Microsoft Windows 2000 to Linux. As OpenOffice.org runs on Windows as well as Linux, users can switch the productivity application without changing their operating system.
Of its 16,000 desktop PCs, Vienna has identified 7,500 that could be migrated to OpenOffice.org, of which 4,800 could migrate to Linux, according to Gillich. The IT department is offering to install OpenOffice.org or Linux free of charge on PCs and will charge departments less money if they run these open source applications rather than running Microsoft Office or Windows. Users that make the change will be offered support and training, said Gillich.
This price advantage is likely to encourage some departments to migrate, but it is unlikely that more than a few hundred users will migrate to open source software in the first year, said Gillich. Over time he expects this number to increase, but he believes it is unlikely that all users who are given the option will choose to switch.
"We want it to be a success, but the internal market will decide," said Gillich. "I don't think it will be as many as 7,500 PCs. The better it [OpenOffice.org and Linux] works, the more will take it. It's a bit cheaper therefore it can afford to be a bit worse, but not much worse."
Vienna will start offering departments the option of moving to open source software in May or June this year.
Since the end of last year, Gillich's IT department has been working on creating a bespoke Linux distribution based on Debian. The bespoke Linux distribution, named Wienux, will contain a few extra tools that are not in the standard Debian distribution and will be modified to look more like Windows.
Gillich said it chose to create its own distribution, rather than use a commercial distribution such as Red Hat or Novell SuSE, for cost reasons. Debian was chosen over other free Linux distributions as it is "a good, stable distribution which we can build on", said Gillich.
Vienna is not the only large European city that is migrating to Linux on the desktop. The City of Munich, in Germany, is due to migrate 14,000 PCs to OpenOffice.org and Linux by 2008. The City of Bergen, in Norway, is migrating desktops in its 100 schools, which have 32,000 students and pupils. Paris' administration was considering migrating 17,000 PCs, but stepped back in mid-October, saying that the move would mean significant additional costs without improving the service.

Could Europe be slowly revolting against M$? Vienna, Munich, Bergen...
Maybe MS should change to a model where you get a vanilla OS with no bells and whistles and on the first use your prompted for what software you would like to install (media player, ie, ....) That would be a nice change in their offering.
American schools should start doing this. It would give a lot more flexibility in teaching tech. You can let the kids try to install it themselves on old machines without worrying about license violations for example.

They are either planning or already in the process of marketing a less expensive Windows Lite for China.
Or a school can give the besot of both worlds and just install cygwin on tehir windows boxes..

Or maybe they just decided to switch without the preconceived revolt? If I bought several GM cars in a row and then bought a Ford, it is not a rebellion. Believe it ot not, not everyone sees MS as this evil entity and Linux users as freedom fighters rebelling against a tyrranical dictatorship.
Of course, makes sense. In these schools they should teach several different OS's.

I'm not a penguin with a mission...or even an attitude :) To continue your car analogy...I'm one of those people who likes to pick up an old heap, get it running, learn something in the process, and who enjoys the camaraderie of other backyard mechanics. The same joy comes from fiddling with Linux.
As for MS...I do think the security hole in Windows, esp. IE, is a legitimate gripe, that Gates needs serious competition to stay on the cutting edge, and that he ought to get on the Open Source bandwagon.

If you just read certain post around here you might be tempted to forget Linux is just an OS..
I have plenty other sources if you don't like those, I just thought you were more likely to believe them. If you will finally admit those sites are generally worthless I'll be glad to give you something different, just let me know.
