Gee not the brightest canyon in the box, he thought droping his drawers and exposing his shortcomings would endear him to a Christian audience

Where did this turkey get the idea he could get away with this in Oklahoma?

Didn't know, didn't care. He had seen big rock stars (with major label support) get away with such behavior.
And it's hip to mock Christians in America.

He's an obvious ass, but putting people like this on the Sex Offender Registry just makes it overly broad and unwieldy and lets the real perverts hide in the crowd.

I disagree.
This was no "oops, it fell out". It was a deliberate act. Poor judgement at the very least.

For the record, his defense was that he's not a Christian band and that it is "part of his act".

It worked so well for Jim Morrison............

Why would the organizers book a non-Christian band for a Chirstian event? Creep needs a good old-fashioned tar & feathering! (And a prayer session in his name.)

I don't follow Christian rock (see the Hank Hill quote above) and don't care much for "orchestral" or "classical" rock either.
That said, there are a number of mediocre bands that have hipped to the notion that they can get on a touring circuit by calling themselves a Christian band. Some that have done this and found success now try to distance themselves from the label.
As I understand it, parents will give their kids (don't know how young or old) permission to attend such functions (often under the guidance of a youth group outing).
This is bringing the outside c*ckrock shows into the isolated environment. So much for "change the channel if you don't like it".
This is an act of religious intolerance by a small minded musician.

took his pants off and exposed his genitalia and penis to the crowd." Sooo...his penis is not part of his genitalia?

This was no "oops, it fell out". It was a deliberate act. Poor judgement at the very least. Yes, punish him, jail him, but the Sex Offender Registry should be reserved for the clearly dangerous.
It is less useful if you have to wade through an enourmous list of idiots like this to try ahnd figure out who in your neighborhood is a threat to your family.
A list of people who rape and molest children should not be cluttered up with people who have just done something stupid and wrong.
