Thanks Neb52, I'll start searching for State related regulations. I believe there was a town/city near NYC that did this a few years ago and if I can remember the name they might be of some help.

Does your town but up against the other county? I can see it possibly happening if that is the case. Since all they would have to do is move the boundry line.
