Dragons and/or serpents where seen as the original representatives of power from heaven. As a result, many rulers claimed to descend from dragons to legitimize their rule and claim heavenly support.

In fact, the english word 'sir' is babylonian for dragon. Since 'sir'was originally used for royalty only, it may be that western royalty at a time claimed the same. Many still cary dragons in their shields!
